At the government meeting on October 3, 2026, Prime Minister Lê Minh Hưng called for no increase in electricity prices, close price controls and adequate supplies of essential goods. Average CPI rose 4.52% over nine months, against a full-year target of about 4.5%, amid pressure from sharply rising global petroleum prices.

Ministries must ensure supplies of staple foods, food products, construction materials and medicines, while stepping up inspections and action against hoarding, speculation and smuggling. Provincial People's Committee chairs are to oversee local price management. The Ministry of Finance was tasked with coordinating detailed monthly CPI scenario updates to guide policy decisions.

According to Minister of Industry and Trade Lê Mạnh Hùng, electricity output reached 266.2 billion kWh over nine months, up 9.5% year on year. In the fourth quarter, the ministry will increase domestic primary energy extraction, reduce reliance on imported oil, gas and coal, coordinate hydropower reservoir operations and respond to El Niño.

The prime minister tasked the Ministry of Industry and Trade and businesses with ensuring adequate electricity and fuel supplies, promptly submitting and implementing the revised Power Development Plan VIII, and restructuring EVN. The ministry must also finalize and submit a decree on petroleum trading. Local authorities were urged to align generation planning with grid planning, particularly for grids below 220 kV.

On growth, third-quarter GDP rose 9.95%, bringing nine-month growth to 9.01%. Fourth-quarter GDP must grow by more than 12.5% to meet the full-year double-digit growth target. Public investment disbursement reached nearly VND 643 trillion after nine months, or 63% of the plan; the prime minister called for efforts to disburse the entire annual allocation.
