According to Thanh Niên on October 10, 2026, the Electricity Authority under the Ministry of Industry and Trade outlined a direction to separate the National Power Transmission Corporation (EVNNPT) from EVN soon and transfer it to a ministry or government agency. The authority identifies transmission and distribution as natural monopolies; EVN currently owns less than 40% of power generation projects and facilities.
Experts say separating transmission could improve independence and transparency while ensuring equal treatment for non-EVN generators seeking grid connections. An independent transmission company could also gain greater access to bank loans because it would no longer share credit limits within EVN.
Energy expert Nguyễn Huy Hoạch said separation could clarify funding needs for investment, upgrades and grid expansion. He stressed that transmission tariffs should reflect reasonable costs, follow a clear calculation method, be publicly disclosed and remain subject to regulatory oversight, enabling capital recovery and reinvestment.
Energy expert Đào Nhật Đình said transmission separation needs accompanying reforms in electricity trading, dispatch, distribution and retail. Hoạch cautioned that it is too early to conclude whether electricity prices would rise or fall; the immediate objective is to clarify costs and responsibilities at each stage. He presented regional price differences as a possible future development as competition advances, depending on transmission costs and local conditions.
