Vietnam’s Ministry of Industry and Trade and GWEC held a Hamburg roundtable on supply chain cooperation and the 17 GW offshore wind target for 2035.
On September 24, 2026, in Hamburg, Vietnam’s Ministry of Industry and Trade and the Global Wind Energy Council (GWEC) held a roundtable on offshore wind development in Vietnam. Deputy Minister Truong Thanh Hoai, GWEC CEO Ben Backwell and more than 50 representatives of developers, equipment manufacturers and international financial institutions attended.
Deputy Minister Truong Thanh Hoai said Vietnam seeks to develop domestic industrial capabilities, acquire and gradually master technology, train personnel and build a network of businesses participating in regional and global offshore wind supply chains.
Ministry representatives and companies and institutions including CIP, Siemens and KfW discussed investment potential and Vietnam’s direction toward reaching 17 GW of offshore wind capacity by 2035. Discussions covered infrastructure, ports, logistics and equipment manufacturing.
According to Ben Backwell, Vietnam needs a clear legal framework, transparent conditions, fair risk-sharing mechanisms and adequate preparation of transmission infrastructure and the power grid. He said initial projects could cost more, with costs declining as the number of projects increases.
He said GWEC members are interested in project development, power generation, manufacturing turbines, foundations and installation vessels, as well as grids and substations.
