According to Tuổi Trẻ on October 1, 2026, the Ministry of Agriculture and Environment sent a dispatch to coastal provinces and cities calling for strict implementation of the fisheries resource protection and exploitation plan for 2021–2030, with a vision to 2050.

The plan identifies 149 marine areas for protecting fisheries resources, including habitats, spawning grounds and areas where juvenile aquatic animals live, to restore resources and conserve biodiversity. The ministry said some approved nearshore wind projects overlap with protected areas or areas subject to time-limited fishing bans. Under National Assembly Resolution 139/2024/QH15, protecting and conserving marine ecosystems takes priority over economic development.

The ministry asked local authorities to check provincial planning revisions and the review, appraisal, approval or submission of projects using marine space against the fisheries plan. Overlapping projects must follow the resolution’s principles for resolving marine zoning overlaps. Developers were asked to review and adjust project locations, boundaries, scale, area and facility layouts to minimize impacts on fisheries resources and marine ecosystems.

Lê Trần Nguyên Hùng, deputy director of the Department of Fisheries and Fisheries Surveillance, said some wind projects in the former Bình Thuận and Sóc Trăng provinces involve protected areas designated in the plan. Fisheries authorities did not agree to these cases and required compliance with the plan. He emphasized protecting planned coral, mangrove and spawning areas.
