According to Tuổi Trẻ on October 8, 2026, the Ministry of Industry and Trade proposes separating the National Power Transmission Corporation (EVNNPT) from EVN and placing it under the sector ministry. At the third-quarter 2026 press briefing, Bùi Quốc Hùng, deputy director of the Electricity Authority, said separation would proceed gradually, without specifying a date.

The proposal aims to develop a competitive electricity market and coordinate generation and grid development under the national power plan. EVNNPT is currently an EVN subsidiary with independent accounting and the sole state-owned enterprise developing and operating the nationwide transmission system.

A power-sector expert cited by Tuổi Trẻ said separating transmission from generation, wholesale and retail activities would help ensure fair, transparent access to transmission services. Separation is also expected to strengthen financial and governance autonomy and access to funding.

EVNNPT needs to implement about 220 projects under the adjusted Power Development Plan VIII and expects to borrow about VND 204 trillion, equivalent to USD 7.8 billion, by 2030. Its fundraising is constrained by credit limits and EVN’s consolidated financial risk. Separation also requires addressing legal procedures, assets and loans guaranteed or on-lent by EVN, alongside transparent transmission pricing to cover costs and support sustainable finances.
