Original article: Giảm giá điện để chia sẻ với người dân trước sức ép lạm phát — Tuổi Trẻ - Business, September 26, 2026.

Speaking to Tuổi Trẻ, Dr. Nguyễn Tú Anh of VinUniversity called for considering an electricity price reduction if the conditions are met to support households and businesses. Average CPI rose 4.45% in the first eight months of 2026, just 0.05 percentage points below the 4.5% target.

The article reports that EVN recorded a profit of more than VND 12.2 trillion in the first eight months. Against this backdrop, he questioned EVN’s responsibility to proactively consider a price reduction, after the group had proposed increases to offset losses from 2022–2023 and allocate costs not fully reflected in electricity prices.

Under the mechanism in Decrees 72 and 278 cited in the article, EVN has authority to raise prices by 2% to less than 5%, or cut them by at least 1%, when the average retail electricity price changes correspondingly relative to the current price. Adjustments must be at least three months apart.

According to Dr. Tú Anh, electricity accounts for around 3%–3.5% of the CPI basket; a 4.9% price increase could directly add about 0.15–0.17 percentage points to CPI, excluding spillovers through production and services. He argued that a reduction when conditions are met would ease cost pressures and inflation expectations, and suggested considering delaying or spacing out increases to avoid compounding year-end pressure from fuel prices.
