At the regular government press briefing on October 3, 2026, Deputy Minister of Industry and Trade Trương Thanh Hoài said national electricity demand was growing by about 10% annually, while power generation and grid projects required substantial time to implement. The ministry is promoting rooftop solar, particularly for households, to help ensure energy security.

Hoài said rooftop solar offers short construction times, supplies electricity locally and reduces the need to build transmission infrastructure. The ministry encourages self-generation for self-consumption and battery storage installation. According to EVN figures cited at the briefing, nationwide rooftop solar capacity has reached approximately 10,000 MWp.

The ministry has allocated provincial targets under Power Development Plan VIII and urged local authorities to accelerate implementation. However, only 13 provinces have issued policies supporting household rooftop solar. The ministry will continue urging local authorities to introduce support policies suited to their budget capacity.

The deputy minister acknowledged that implementation of Power Development Plan VIII remained slow and could struggle to meet the schedule before 2030. The ministry is considering amendments to the Electricity Law enacted in 2024 and reviewing adjustments to the plan to update power sources. The amended law is expected to be submitted at the October session to remove barriers and attract resources for generation and grid investment.

Hoài stressed the need to advance generation and grid projects in the plan, with implementation responsibility resting primarily with local authorities under decentralization. He also called for vigorous implementation of electricity-saving measures to meet demand in the coming period.
