Vietnam pushes power-saving and faster rooftop solar rollout in 2026

According to a VietnamPlus (VNA) report dated 31 March 2026, Vietnam’s Prime Minister requested stricter electricity-saving measures and faster rollout of self-produced, self-consumed rooftop solar nationwide.

The directive sets a target to save at least 3% of total national electricity consumption in 2026 and to cut at least 10% during hot-season peak months (April-July).

For demand-side operations, DSM/DR programs are required to reduce at least 3,000 MW of peak load when supply-demand imbalance risks arise.

For rooftop solar, the directive prioritizes rapid deployment across public offices, production-service facilities, and households, together with integrated BESS installation. The 2026-2030 orientation mentions annual adoption by around 10% of public offices and 10% of households, or total installed capacity reaching 20% of each locality’s planned rooftop target.

The directive also requests EVN to reduce transmission-distribution losses to below 6% and continue customer support for demand-response participation.
