On 11 July 2026, Báo Công Thương published a report titled “TP. Hồ Chí Minh: Nghị định 243 tạo cú hích mới cho điện mặt trời mái nhà”.

The report says Decree 243/2026/ND-CP, issued on 26 June 2026, amends and supplements several provisions of Decree 57/2025/ND-CP on direct power purchase agreements and Decree 58/2025/ND-CP on renewable electricity development. According to the report, the new decree opens additional policy room for rooftop solar development in HCMC.

  • As of 30 March 2026, HCMC had 22,765 operating rooftop solar systems.
  • Total installed capacity reached about 1,800 MWp.
  • The city is described as having average solar irradiation of about 1,581 kWh/m²/year and very large electricity demand.

EVNHCMC says the city still has room to expand rooftop solar thanks to strong solar conditions and relatively complete electricity infrastructure. The report frames Decree 243 as a policy update that may remove part of the earlier bottlenecks.
