Source: According to Vietnam.vn/Bao Nghe An, on 24 April 2026 the Nghe An Provincial People’s Committee issued Plan No. 315/KH-UBND on electricity saving and rooftop solar development in 2026. The plan targets at least 3% electricity savings across the province, at least 10% savings by agencies and units during the hot months from April to July, and encourages self-consumption rooftop solar combined with BESS. It also aims for around 10% of public agencies and 10% of households to install and use rooftop solar each year.

Key takeaway: The important point is not only the local target itself. Nghe An is placing rooftop solar in the same framework as electricity saving, demand management and peak-load reduction. This is highly relevant to Vietnamese households, whose electricity bills often rise sharply during hot months when air conditioners and household appliances run more intensively.

BESS can support rooftop PV, but for households it should remain an add-on when it improves savings, self-consumption or backup stability. The first priority is still the right PV size, installation quality and bill-based design.
