T&T Group and Vinacom Investment and Trading Company signed an agreement to develop and operate the Savan 2 wind power project in Vientiane on October 8, 2026. The 495 MW project is being studied for development in Nong district, Savannakhet province, Laos. VnExpress reports an investment of USD 768 million, with commercial operation expected in late 2028.
Savan 2 is expected to provide additional renewable electricity for Vietnam under the two countries’ energy cooperation framework. The governments’ agreements and cooperation plan for 2026 include the project among those supported for construction and commercial operation. Vietnam’s revised Power Development Plan VIII projects electricity import capacity of approximately 9,360–12,100 MW by 2030.
Savan 2 follows Savan 1, bringing the total design capacity of T&T Group’s wind power portfolio in Laos to 990 MW. Savan 1’s first phase entered commercial operation in late December 2025 with 48 turbines and a total capacity of 300 MW. Once both phases are complete, Savan 1 will have a capacity of 495 MW and is expected to supply approximately 0.9 billion kWh of electricity to Vietnam annually.
Savan 1’s infrastructure includes a nearly 70 km, 220 kV transmission line to the Lao Bao 220 kV substation. The transmission line in Laos has been connected to Vietnam’s power system and could support the connection of Savan 2. Development of Savan 2 also involves completing investment procedures and its grid connection plan.
