Original article: Chính phủ ban hành Nghị định số 278/2026/NĐ-CP sửa quy định về điều chỉnh giá bán lẻ điện bình quân

On 10 July 2026, EVN published a note on Decree 278/2026/ND-CP. The decree amends several provisions of Decree 72/2025/ND-CP, which governs the mechanism and timing for adjusting the average retail electricity price. According to the article, Decree 278/2026/ND-CP took effect on 09 July 2026.

The updated rules state that if the calculated average retail electricity price falls by less than 1% or rises by less than 2% versus the current level, EVN must report to the Ministry of Industry and Trade that no adjustment will be made, while also submitting the dossier for inspection and supervision. If the calculated level falls by 1% or more, or rises by between 2% and under 5%, EVN must prepare a pricing plan dossier for the ministry to review and provide written feedback.

The article also says Article 7 on inspection and adjustment was revised. In particular, the ministry may request a reduction when needed, require EVN to update the plan if calculation errors are found, and publicly disclose the review results for the actual costs of the previous year on the ministry’s website.
