On 8 October 2026 in Vientiane, T&T Group and Vinacom Investment and Trading Company exchanged a cooperation agreement to develop, invest in and operate the Savan 2 wind power project in Savannakhet, Laos. The project has a design capacity of 495MW and an estimated investment of US$768 million.

Savan 2 is intended to form a wind power cluster with Savan 1, with a combined design capacity of 990MW. The 300MW first phase of Savan 1 began commercial operation in late December 2025, supplying approximately 900 million kWh annually to Vietnam.

Savan 2 is expected to build on Savan 1’s experience and infrastructure, including a transmission system of nearly 70km connecting to Vietnam through the 220kV Lao Bao substation in Quang Tri. T&T Group aims to bring Savan 2 into operation no later than the end of December 2028. Under the two governments’ 2026 cooperation agreement, Savan 2 is among the energy projects to receive facilitation for construction and operation in accordance with each country’s laws.

Under the revised Power Development Plan VIII, Vietnam’s electricity consumption is projected to grow by an annual average of 10.5–12.9% during 2026–2030. The Vietnam–Laos agreement targets electricity import capacity from Laos of at least 8,000MW by 2030. Once completed, the Savan 1–2 cluster’s 990MW design capacity would equal approximately 12.4% of that target.
